Russ Baggerly has worked both in the public and the private sector for 18 years.   His experience in land use policy and environmental issues also led him to become the Senior Administrative Assistant for Supervisor Maria VanderKolk.   Mr. Baggerly has co-managed political campaigns and developed environmental policy.   Mr. Baggerly has directed environmental litigation for the Environmental Coalition in numerous cases in Ventura County.   Under Mr. Baggerly’s direction, the Environmental Coalition has participated in the development of Air Quality Management Plans, the County of Ventura Tree Ordinance, Zoning Ordinances, water policy for the City of San Buenaventura, and CEQA Initial Study Guidelines for the County of Ventura and the City of Ojai.
As a private environmental consultant Mr. Baggerly has reviewed many EIRs and other environmental documents.   His comments concerning the following projects helped to shape actions in both Ventura County and Los Angeles County: Porter Ranch, Ahmanson Ranch, Newhall Ranch, Taylor Ranch/CSU, Farmont Golf Club, Cal-Mat, Los Arboles Townhome, San Diego Gas & Electric–Edison Merger, Franciscan Housing development (Ojai), MDC Development (County of Ventura), North Shore (Oxnard), and Ormond Beach.   Mr. Baggerly also worked for Southern Pacific Mining to help develop a mitigation and restoration plan for their mining operation.   As an elected public official, Mr. Baggerly has developed knowledge of sewer operations and maintenance, budget preparation, personnel issues, and the direct application of his fiduciary responsibilities to the public he serves.
Mr. Baggerly first joined DMEC in June 2003.
